The Laurentia Project at the Port of Quebec, one of the most significant port expansions on the east coast, is in the planning stages. The project is a strategic game changer that will set a new standard of intermodal logistics. By creating a new North American deep water gateway, Laurentia will greatly enhance the competitiveness of the Saint Lawrence River and the Great Lakes corridor.

The Managing Director of the Laurentia Project, Don Krusel, will be speaking on their capital investment plan, including the deal with Hutchison Ports and CN Rail to develop a new $775 million deep water container terminal, Laurentia.

1:00-1:30 Marine Exchange Delivers Efficiency, Security and Safety

The Marine Exchange of Southern California (MX) operates a complex technology driven vessel traffic service for the ports of Los Angles and Long Beach and provide active shipping reports for Port Hueneme, El Segundo and San Diego. It is a unique public-private partnership with the US Coast Guard, the State of California, an both the ports of LA/LB and their respective pilot organizations.

This now includes live data input to GE’s Port Optimizer project. This session will explain the relationship and how they do business. It also includes the relationship between the MX, the Area Maritime Security Committee and the Harbor Safety Committee and how the structure benefits everyone.

Anyone working in or with shipping in these ports should attend and learn more about how this system/structure works to ensure a safe, secure, efficient, reliable and environmentally sound maritime transportation.

The entire port community should now have an interest in the value of AIS data. Real-time display of vessels on a map has its place, but the maritime industry and authorities are understanding the potential applications and value of the underlying AIS data.

This presentation will provide an overview of the volume and contents (including limitations) of AIS data, options for the structuring and storage of the data for analytics purposes and the use of standard protocols for incorporating the data and information in existing business systems. Real world examples and potential applications of the information that can be analyzed and extracted from the AIS data and incorporated into business processes will be offered.

1:30-2:00 Advanced Methods for Risk Management to Prevent and Resolve Disputes During Construction Using Dispute Review Boards

Disputes and claims have been a part of construction projects for many years and oftentimes drag out well after the completion of the project, tying up valuable resources and adding costs. Actively managing the dispute or claim, or, even better yet, helping avoid the claim or dispute entirely, saves time and money for all parties involved.

This panel will discuss case studies of how Dispute Review Boards (DRBs) have been used by complex construction projects to reduce and eliminate disputes. By having a DRB start at the beginning of a construction project, the DRB can often help involved parties avoid a dispute by being proactive with the parties in getting issues and disputes resolved while the project is on-going, so at the end of the project there are no remaining disputes.

This panel will also present best practices for developing DRBs for port projects.
